Florida Representative introduces plan for legal online poker

Florida House Representative Jose Abruzo has introduced a new project that would license and regulate intrastate Internet poker. According to Abruzzo, the bill introduced last week and entitled “Internet Poker Consumer Protection and Revenue Generation Act of 2010â€Â, will create a framework for the state to regulate intrastate internet poker sites that can ensure consumer protections and additional revenue to the state by authorizing, implementing and creating a licensing and regulatory structure and system of internet poker.â€Â
The bill could generate up to $200 million in revenue for the state in its first year, and would provide players with access to legalized, regulated sites. Any poker operator wanting to offer its services in Florida would need to be based in the state and would be charged an application fee to get a state license. The bill also proposes a 20% tax on gross wins payable to the state.

- Ensure that intrastate poker is only offered in a manner that is lawful under the UIGEA.
- Ensure complete transparency at intrastate poker rooms, top customer service to registered players and provide links to problem gambling support on all poker sites.
- Provide a source of revenue to generate “additional economic benefits to the stateâ€Â
- Create a contractual relationship with online poker operators to ensure that they are physically present in the state.
- Provide a competitive procurement process to license poker rooms that meet predetermined standards.
- Ensure that the state can collect taxes and fees from these online poker rooms.
- Create a system to protect the private information and financial transactions of registered poker players.
